Meet the team
Luis Da Rocha, General Manager Strategy and Policy
Luis Da Rocha is the General Manager, Strategy and Policy with the Department of Industry, Tourism and Trade.
With responsibility for driving the development and implementation of economic and regulatory policies and strategies to grow the Territory’s economic base Mr Da Rocha has close to 20 years experience in the Northern Territory Public Sector.
Mr Da Rocha has held leadership roles in infrastructure and economic development, as well as, strategic policy development.
His extensive experience in government policy development and implementation, and legislative and regulatory processes and reform have provided a breadth of experience in strategic leadership in implementing government objectives.
Prior to joining the Department of Industry, Tourism and Trade, Luis was the Executive Director, Rangelands with the Department of Environment, Parks and Water Security.
Wendy Pritchard, Executive Director
Wendy Pritchard is the Executive Director of Strategic Engagement with the Department of Industry, Tourism and Trade. The Strategic Engagement branch includes Trade Development, International Engagement, Programs and Partnerships, and Communications.
Wendy is born and raised in the Northern Territory, having lived in regional and remote towns of the Northern Territory, in addition to Darwin.
She has worked with the Northern Territory Government for 15 years, including leadership roles in communication, media, marketing.
Wendy has a Bachelor of Business (Management and Marketing) and a Master of Business Administration.
David Orr, Director International Engagement
David Orr is the Director of International Engagement, with the Department of Industry, Tourism and Trade.
He leads a team responsible for the Northern Territory Government’s international engagements and partnerships with foreign partners. He joined the Northern Territory Government in 2023 having previously worked for Australia’s Department of Foreign and Trade as a career officer. Mr Orr has close to 20 years of experience in international affairs including aviation, trade, development and law.
He holds a Bachelor of Laws/Bachelor of Global Studies, Master of Aviation (Management), Graduate Diploma of Legal Practice, and Diploma of International Air Law. He is fluent in Tetum.
Adam Robson, Manager International Engagement
Adam Robson is an international relations specialist with a passion for trade and investment.
Mr Robson is responsible for developing high level evidence-based policy analysis and strategic advice on international engagement, strategic, cultural, trade and investment policy issues. He also has carriage for coordinating inbound and outbound programs for international visits.
Prior to working with the Northern Territory Government, Adam worked as a legal advisor to an international law firm based in Shanghai, China.
Adam is completing a double Masters of International Business/International Relations, and holds a Graduate Diploma of Legal Practices, a Bachelor of Laws, Bachelor of International Studies and a diploma of languages (Mandarin).
Trade
The Trade team promotes the Northern Territory’s international trade interests alongside Australian Government agencies and its overseas network.
The Trade team administers the Global Support Scheme which aims to build stronger trading partnerships, create new export opportunities, and promote investment in the Territory.

Camilla Philip, Director Trade
Camilla Philip is an experienced operational, business and industry market specialist with a demonstrated history of working in the international trade and agricultural development industry.
She has extensive end-to-end supply chain experience across a broad range of industries and at all levels of the process, both strategic and operational. Camilla has experience in the public and private sectors including with Horticulture Innovation Australia as the international trade manager, Northern Territory Farmers Association in industry, business and market development.
Aaron Tran, Senior Trade Officer
Aaron Tran is a Senior Officer, Trade Strategy at the Department of Industry, Tourism and Trade.
With a strong background in business, trade and investment development, Mr. Tran have worked in the Territory for the past 7 years, enhancing the capabilities of small and medium-sized enterprises (SMEs), managing stakeholder engagements, and strengthening international relations. Prior to joining the Trade team, Mr Tran worked in Investment Territory, helping proponents achieve Major Project Status and advancing their projects to contribute to the Territory’s goal of becoming a $40 billion economy by 2030.
Mr. Tran also holds significant executive roles within multiple associations at both the national and territorial levels, including as Treasurer for the United Nations Association of Australia (UNAA) and the Australian Institute of International Affairs (AIIA). He holds a Bachelor of Accounting, a Graduate Diploma in Migration Laws, and is currently completing a double Masters in International Relations and International Business.
Michael Png, Northern Territory Government’s Representative to Singapore and Malaysia
Mr Michael Png is the Northern Territory Government’s in-country Representative to Singapore and Malaysia.
The position is based at the Australian High Commission within the Australian Trade and Investment Commission (Austrade) in Singapore.
Mr Png has 25 years of experience in business development, sales and marketing across various sectors including government, manufacturing, retail and services.
The Northern Territory Representative to Singapore and Malaysia is a key business development role. Mr Png is responsible for identifying engagement, trade and investment opportunities to assist Territory businesses access markets as well as promoting the Territory’s engagement to a wider audience in the Asia-Pacific.
Kukuh Saputro, Northern Territory Government’s Representative to Indonesia
Mr Kukuh Saputro is the Northern Territory Government’s in-country Indonesia Representative, and business development manager based in Indonesia.
The position is an Austrade in-country partnership, connecting the Territory to an international trade network. The Northern Territory representative is a key business development role with the responsibility for identifying engagement, trade and investment opportunities. Mr Saputro is based at the Australian Embassy within the Australian Trade and Investment Commission (Austrade) in Jakarta.
Mr Saputro is a seasoned consultant and researcher with experience in policy analysis, the energy sector, consumer goods and international trade.
Mr Saputro’s previous experience includes working in business development for the Spanish Chamber of Commerce, where he delivered export and market entry advice to Spanish, Singaporean and Malaysian companies.
